Quantum Energy Inc., a company that made inquiries a couple of years ago about the possibility of locating a small refinery near Billings, only to fade away after some criticism from environmental groups, was the subject of an editorial comment by Dennis Blank publisher of the Oil Patch Hotline. "Watch Out," was Blank's comment, going on to say, "Quantum Energy Inc., of Tempe, AZ is at it again, proposing yet another refinery near Stoughton SK about 55 miles north of Noonan, which would process 40,000 BOPD. Stan Wilson, chairman and CEO, has proposed several smaller refineries in the past in North Dakota and Montana. None of them ever saw the light of day. "So let me remind you. In 2014, Quantum lined up some land in Baker, MT and got folks all excited about building a refinery that would provide 100 jobs and refine 20,000 BOPD. It never happened. "Before that, it secured 122 acres to build a refinery in Fairview, Mt. Again, Quantum said it would employ 100 people and there was even talk about tying it into a crude transloading facility. It did not happen. "Are you getting the picture? Similar proposals were also made for Stanley, ND and Billings, MT. I don't have room to repeat all the Quantum-is- coming - to - town scenarios. They get the local folks excited and later with draw. "We are really not sure of their true purpose but in all of these deals as far as we know, lack of financing for these projects seems to be an issue. So what is their motive for getting all these communities excited about a new refinery and then walking away?"
